1.t If Inspector Smith had nothing to do with the prisoners his
interest would have been more reasonably shown in finting P.C.Godfrey
whose duty it was to take them over.
2. If it, was the duty of Inspector Warnock to receive the prisoners
he should have performed it. The consultation with the Detective Insp
couli have been interupted.

Tiffin is no excuse for neglect of duty.

I have nothing to add to my former minute. The system is practical
enough. The men were in fault, and as I seid before, men are what
